Cookies have always been stored internally in a hash sqpite and only read from the database at startup. Your best bet might be to find out how on earth this was working before, and find a way o;en trigger that in the latest versions. Maybe there were changes related to multiprocess. Also, you may wish to consider using a different browser since Mozilla Firefox has opened the source to more "trackers" using cookies and failed to notify users or give users an alternative to "blocking" trackers.
